Abstract This research investigates the fair and efficient distribution of water among irrigators, focusing on timely uniform delivery water. To achieve this, study utilized various methods such as group discussions, critical informant expert interviews, field flow measurements. The degree fairness in irrigation was determined by analyzing shift relative supply to end users. effectiveness is inversely proportional supply, which can be observed scheme's indicators. found that while estimated delivered head, middle, tail reaches canal 1.21, 0.58, 0.23 m3/s respectively, required quantity discharge only 0.81, 0.31, 0.15 m3/s. discrepancy resulted inadequate, unreliable, unequal irrigators. revealed operation maintenance were main factors limiting system's capacity. findings showed adequacy, dependability, equality, efficiency values 0.8, 0.14, 0.40, 0.71, suggesting improvements are needed ensure equitable
